Issue Description: Some Power BI users may experience issues where semantic models may not send email notifications.

More info: This specifically impacts semantic models without an owner, where email notifications for refresh, success or failure are not being sent. As a workaround, any user with the contributor role can take over the ownership, which will allow the email notifications to be sent.

Current Update: 05/12/2025 15:50:00 AM – Microsoft are continuing to evaluate the safest and most efficient way to revert the offending update and expect they will have an estimation for this process by their next scheduled update.
